  • Experience: Minimum of one year in engineering duties.

  • Certifications: Registered as a Graduate Engineer with the Engineers Registration Board (ERB).
  • Technical Skills: Proficiency in AutoCAD is highly desirable.
  • Computer Skills: Excellent proficiency in Microsoft Office Suite.

Activities and Responsibilities

Health, Safety, Environment, and Quality (HSEQ):

  • Ensure adherence to TotalEnergies’ Golden Rules and HSEQ standards by all staff, contractors, and customers.
  • Implement Safety Management Systems (e.g., MAESTRO1 & MAESTRO Log for depots, SMT / PATROM for transport).
  • Ensure quality control of products according to Tanzanian standards (TBS).
  • Oversee the signing of prevention plans and work permits with contractors before work commences.

Integrity Management

  • Prepare and manage projects to implement necessary safety measures and critical barriers within budget constraints.
  • Participate in technical integrity reviews and steering committees.
  • Implement compensatory measures and corrective actions for degraded situations.

Project Management

  • Oversee project management of depots and terminals, ensuring compliance with TotalEnergies’ HSEQ and technical standards.
  • Prepare detailed bidding documents and requests for proposals (RFP) for direct management projects.
  • Propose asset improvements for sites, including equipment layout and bill of quantities (BOQ).
  • Supervise on-site projects and provide management of change (MOC) training before project commissioning.
  • Ensure projects are executed within the approved budget, quality standards, and specified time frames.
  • Follow up on contractual project payments with the Finance Department.
  • Present investment budgets for sites and produce monthly reports.
  • Conduct tender evaluations and negotiate favorably before project commencement.

Reporting

  • Communicate regularly with site managers to discuss project needs and updates.
  • Prepare weekly activity reports covering maintenance and projects.
  • Adhere to TotalEnergies’ technical, HSEQ, and Tanzanian regulatory standards.
  • Ensure timely progress and completion of projects.
  • Prepare annual investment budgets and track actual expenditures.
  • Oversee tank inspections and improve equipment to meet TotalEnergies’ standards.

Context & Environment

  • Operate in a high-risk environment, necessitating careful consideration and evaluation of all operations.
  • Conduct Job Safety Analysis (JSA) for all tasks to ensure safety and effectiveness.
  • Follow working instructions and procedures to maintain a favorable working environment.
  • Coordinate closely with internal departments (EM, OM, supply team, Commercial Department, HSEQ, Customer Service, Finance, Purchasing, Logistics, Depot Managers, Paris HO) and external stakeholders (contractors, engineering consultants, government institutions such as W&M, EWURA, TBS).

Main Challenges

  • Supervising projects due to the lack of reliable contractors.
  • Ensuring thorough adherence to HSEQ standards in all operations.
  • Addressing contractor neglect of standard drawings and technical documentation.
  • Managing time and costs effectively during project implementation.

  • Financial: Oversee project follow-ups and incident/accident reporting on work sites.
  • Purchasing: Adhere to purchasing procedures.
  • Timely completion of projects.
  • Compliance: Ensure respect for project tender specifications.

  • Project Documentation: Maintain accurate records of all projects.
